Final MDP Car Parking & Commercial Facilities International Terminal Precinct
The Federal Minister for Transport and Regional Services has advised Sydney Airport Corporation Limited that conditional approval has been granted to the Draft Major Development Plan. The plan is for the development of two 12 level car park structures to accommodate approximately 7,900 car parking spaces and two nine level commercial buildings on the eastern facades of the car park structures to accommodate 18,000m² of floor space in the International Terminal Precinct at Sydney Airport.
The Draft Major Development Plan (MDP) was assessed and subsequently approved by the Minister on 18 April 2005 following a statutory 90 day period of public exhibition and consultation. The proposal described in this Major Development Plan will result in the development by Sydney Airport Corporation Limited (SACL) of multi-level car parking and commercial facilities on a two hectare site located in the eastern section of the existing surface car park which serves the International Terminal in the north-west sector of Sydney Airport.
The provision of a multi-level car parking facility would enable the efficient provision of sufficient car parking to cater for forecast passenger and related activity at the International Terminal over a 10 year period. For this reason, SACL is proposing to develop and operate the multi-level car parking and commercial facilities in a manner consistent with the provision of the recently-approved Sydney Airport Master Plan.

Progress in implementing MDP and approval of minor variation
Sydney Airport’s implementation of the MDP is now well advanced. The new $65 million 3,000 space car park opened in mid-2008 and construction of the first of the two commercial buildings has commenced. This building – which will provide new office accommodation for the Australian Federal Police, among others – adjoins the eastern façade of the new car park.
The second building – which is planned to be a 280-300 room hotel – will incorporate a number of sustainability features including measures to ensure energy and water efficiency. The plans included in the attachments are preliminary concept designs. As is normal practice, Sydney Airport will also have the building’s final design independently reviewed by a panel of respected architects.
On 5 July 2010, the Minister for Infrastructure, Transport, Regional Development and Local Government approved a minor variation to the building’s original footprint. Prior to submitting the minor variation to the Minister, Sydney Airport consulted with those people and organisations who made submissions concerning the original MDP, as well as a range of other key stakeholders.
As a result of the approval, the building will be approximately 13.5 metres to the north of the location shown in the originally approved MDP. This, in turn, will result in a small realignment of the existing T1 Arrivals roadway.
For the purposes of the Airports Act 1996, this adjustment constitutes a minor variation to the originally approved MDP. Importantly, it will not in any way affect or alter the approved maximum height, number of storeys or net lettable area of the building.
