Certain types of development are defined in section 89 of the Airports Act 1996 as being ‘major airport development’. Before undertaking such development, airports must prepare and publicly exhibit for comment a draft Major Development Plan (MDP). The Minister for Infrastructure and Transport is the consent authority for MDPs.
