Final MDP for car parking and commercial facilities at International Terminal precinct

The Federal Minister for Transport and Regional Services has advised Sydney Airport Corporation Limited that conditional approval has been granted to the Draft Major Development Plan. The plan is for the development of two 12 level car park structures to accommodate approximately 7,900 car parking spaces and two nine level commercial buildings on the eastern facades of the car park structures to accommodate 18,000m² of floor space in the International Terminal Precinct at Sydney Airport.

The Draft Major Development Plan (MDP) was assessed and subsequently approved by the Minister on 18 April 2005 following a statutory 90 day period of public exhibition and consultation. A copy of the Ministers Media Release including the conditions of the approval can be down loaded using the link below.

The proposal described in this Major Development Plan will result in the development by Sydney Airport Corporation Limited (SACL) of multi-level car parking and commercial facilities on a two hectare site located in the eastern section of the existing surface car park which serves the International Terminal in the north-west sector of Sydney Airport. 

The provision of a multi-level car parking facility would enable the efficient provision of sufficient car parking to cater for forecast passenger and related activity at the International Terminal over a 10 year period. For this reason, SACL is proposing to develop and operate the multi-level car parking and commercial facilities in a manner consistent with the provision of the recently-approved Sydney Airport Master Plan.

In accordance with the requirements of the Airports Act 1996, Sydney Airport has made available a free copy of the approved Major Development Plan which can be downloaded using the links below for a period of 180 days.

Progress in implementing MDP and approval of minor variations

Implementation of the Car parking and commercial facilities major development plan is well underway. As at 13 September 2011:

  • The first multi-level car park opened in mid-2008;
  • The first commercial building – which will provide new 5 Green Star accommodation for a major government agency – has recently been completed with fit-out works now well advanced;
  • Construction of the second commercial building – which includes a hotel – has commenced; and
  • Construction of the second multi-level car park has commenced.

APPROVED MINOR VARIATION NO. 1

A minor variation to the Car parking and commercial facilities major development plan (the MDP) was needed to allow construction of the second commercial building – which includes a hotel – to proceed.

The variation resulted in the building moving 13.5 metres to the north of the location shown in the MDP. This, in turn, will result in a small realignment of the existing T1 Arrivals roadway.

This variation will improve access for buses and coaches, provide better dock access, improve amenity for guests and ensure the building’s foundations avoid rail protection zone clearances for the sub-surface Airport Link corridor. It will not in any way affect or alter the approved height, number of storeys or floorspace of the building. The variation is also consistent with the Sydney Airport Master Plan 2009.

Notwithstanding the minor nature of the change, Sydney Airport advised those who made written comments when the original preliminary draft MDP was publicly exhibited in mid-2004. Accordingly, Sydney Airport advised these stakeholders of the proposed minor variation and each were given an opportunity to comment or seek further information. No comments were submitted during the public exhibition period.

The Minister for Infrastructure, Transport, Regional Development and Local Government approved the minor variation on 5 July 2010. APPROVED MINOR VARIATION NO. 2

A further minor variation to the Car parking and commercial facilities major development plan (the MDP) was necessary to allow construction of the second multi-level car park to proceed. The minor variation to the MDP was necessary to:

  • Ensure the foundations of the car park avoid rail protection zone clearances for the sub-surface Airport Rail Link corridor;
  • Maintain consistency with the building footprint as shown in the approved Sydney Airport Master Plan 2009;
  • Ensure the western edge of the new multi-level car park aligns with the western edge of the existing multi-level car park; and 
  • Improve to the internal ramp configuration to ensure vehicles can circulate more efficiently within the new car park.

Sydney Airport consulted all those who made a submission when the original MDP was publicly exhibited, as well as the Sydney Airport Community Forum and the Sydney Airport Planning Coordination Forum. No concerns were raised by stakeholders. The Minister for Infrastructure and Transport approved the minor variation on 22 August 2011.

APPROVED MINOR VARIATION NO. 3

A further minor variation to the Car parking and commercial facilities major development plan (the MDP) was necessary to improve the new facility’s amenities by establishing additional enclosed conference facilities of approximately 200 square metres Net Lettable Area at the hotel’s top level. 

The facilities will accommodate up to 190 patrons and 10 staff. It will be within the building height limit of 42 metres AHD as stipulated in the MDP.

Sydney Airport consulted all those who made a submission when the original MDP was publicly exhibited, as well as the Sydney Airport Community Forum and the Sydney Airport Planning Coordination Forum. No concerns were raised by stakeholders. 

The Minister for Infrastructure and Transport approved the minor variation on 15 October 2012.
